Abstract: The primary local road is access to the sub-district capital, developing along with the economic growth and influencing the performance of the road segment. This research analyzes traffic characteristics and road development strategy, using traffic survey methods with quantitative and qualitative approach. The characteristics of road and traffic indicate the effectiveness of road usage is still below 50%. The level of service in this case is the ratio of traffic volume and capacity is still low. The average speed of vehicles on the road is a range of 40 km per hour and the Accessibility Index and Mobility is far above the Standard Norms Procedures and Criteria (NSPC). The critical condition of traffic saturation for the development of the road network in the future, based on the growth of traffic volume occurred in the range of year 2019 until 2026.
